It would be quite the opposite to have a link swap as opposed to just external links because link swaps are being penalised by Google and other search engines. With backlinking also under continued pressure, having good content on your site is a must before developing a linking strategy.
I'd also advise against links in bios or footers at the bottom of an article.

Nice in theory, but that's like opening a shop in a back ally and spending loads of money making it look nice and zero money on telling people you're open for business. Nobody finds you...The best way to approach it is to stop approaching it as link building and focus on link earning. Links that are easy to get likely aren't worth having - start to produce things that people will want to link back to and you're on the right path.
