As a provider myself, and having used other hosts it's down to how you get on with them, how long they've been established, and support reviews.
I've been around two years, and a recent sign up said to me that they couldn't find a review about our service, which was pretty disappointing however we work on a referrals basis and don't spend on marketing, just advertising through networking and referrals.
I find that a smaller company, such as ourselves, have a greater reputation to maintain and develop in regards to quality of service and trust.
I think it's hard to define best, however would say there are many good companies out there, but as with everything, you can have a bad experience.
Our packages start at £19.99 a year and include a domain, some people view this as overselling however we've managed to keep our costs low and I don't take an income and run the business as a networking factor and learning tool.
