Yes, but the Keyword Planner is (and always was) an adwords tool. It's never been much use for organic keyword research other than a crude comparison tool.

No, its perfectly reasonable. It's an Adwords tool which means it's for people running an Adwords campaign.It kinda sucks because you can't use Google Keyword Planner without having and running campaing in AdWords.
