I don't mean to sound flippant at all, but you need to market to your target audience. forget the fact that it's the website you want them to visit. Think of where your audience is, what would entice them to do what you want them to do, and what is the message (the wrapper) that is going to resonate with them. Then come the mechanics i.e. is it an online presence/email marketing etc or an ad in a local/national paper, leaflet distribution etc etc. The fact it's a website you want them to visit doesn't always mean you need to market to them online (very often you do, but that's not the point). Strategy first, mechanics second. Good luck.
