Trying to help someone out who only has a vague idea of what has happened (I'm not much wiser)

Their email address has for the last 10 years at least been linked with gmail

They have never paid for anything but it looks like they were using gsuite which then got converted to workspace

They don't think they have ever received a bill, notification, warning it will expire, etc.

2 days ago email stopped working and when trying to login to google get a message saying "Contact your domain admin for help" but have no idea who this is and who set up there original email.

Anyone know if it is possible to restart their existing workspace account to get access to emails?

Send me a PM with their domain if you can please, I'll have a look in our Google reseller console and see what it says if I try and transfer them as a customer.

Sounds like they had a legacy free GSuite account which Google shut down last year.

They will have to go through the transition process as detailed here I suspect.
I have had to do this with 3 accounts over the past few months.

Get them to log into their admin panel, not mail:

    They haven't got one.
The email they use to try and login there is the one that has been suspended

It may be someone else who initially set it up but they haven't a clue who as they have been using it for over 15 years

I finally found this page https://toolbox.googleapps.com/apps/recovery/form
and have started trying to recover it for them

They have, but they may not know it! If someone else has set it up there might be a second account they will need to pay for, however, there should be a 50% discount for the first few months.

It might be suspended, but they should get a message to setup subscription/payments before they get on.
