Hi,
I am running e-commerce website selling ladies shawls and scarves, I want to build Email Newsletter to send them to regular e-news letter, can any one please guide me about the basics, how to do this. Is there any software available for this to manage all the e-newsletter, opt, etc.

Take a look at Aweber, Getresponse and Mailchimp. Mailchimp has a free limited service, but I suggest paying for Getresponse (as current first choice) or Aweber as the free Mailchimp is rather limited. All have good tutorials.

If you're thinking of software on your own server, don't. Just a few spam complaints will likely get your server blacklisted. Aweber and Getresponse handle this pretty well and are worth the fee just for that.

There are more expensive options which give you more facilities, but Aweber and Getresponse will fulfil most small business requirements.

Mailchimp is great for low volume email lists but once you start going over 10K subscribers, it can get pricey. MailerLite is a good email sender for higher volume emails.

We had a company called Constant Contact leading a workshop at The Pitch event last year who have what looks to be some interesting features built for small businesses.

We've used Constant Contact for years but their recent changes have been quite user unfriendly and would actually put me off recommending them. That said, I haven't used the others above so can't compare ....

I use Aweber, never had any problems with it and I remember it being fairly easy to get used to if you're new to e-mail marketing.

I find there's two important elements to building a list.

1) Form placement
The more prominent the better. A simple option is having it on a sidebar at the top of the page. I prefer having it in between your header and page content. I split test my own site and these two gave me the best sign up rate.

2) Incentive
"Sign up to our newsletter" is the quick way to get nowhere. Spend time creating some incentives. Discounts, free content etc. I have a friend who gives a 10% discount on services just for sign up, he does it because he can make the money back with e-mail marketing.
