What to do with an empty shop

So my dad has an empty shop, originally I wanted to turn it into an airbnb and we did get quite far before council stepped in and said no (shop was class A1 and didn't get planning)
It's in an area with low footfall and also in a lower class/poorer area. However there's loads of cars driving past.
Ideally I wanted to start something up as i don't have the headache of rent as it's my father's. Any ideas?
