There is no ambiguity on what speed you should be doing - if you don't know what speed you should be doing then it's time to hand in your licence or get some practice with a driving instructor.

The Police would never make speeds ambiguous anywhere in order to add to the coffers of Her Majesty's Government

No Austin A30 will do 95mph. Sixty - tops! And that downhill! And you'll have to find one that is still running!

Many that are running are adapted for racing (Road legal) where they have their own category - and I believe 90 is Achievable
