I have a little pet hate when I get a message from someone (usually family) saying their Internet is down.
Details matter;
Is the entire world's Internet down, or your own portion of the Internet down? I didn't know you owned part of the Internet, or do you mean your website or your own dedicated web server down?
Or do you mean your Internet Service Provider is down? In what case is it part of their network, their connection to your house, or is it your home network connection to them that is down, or are you having WiFi issues connecting to your router that is the problem, and is that the WiFi access point or is it your device that is having the issues?
..and when people say 'the WiFi is down' when they mean their ISP is having network issues, and their WiFi is actually working perfectly fine.
