Starting an Insulation Business

I notice there are a number of companies that act as agencies in loft and cavity walls
How do you go about starting an agency where the leads / surveys are provided to installers? And how does one go about claiming fees from the relevant aganecies. Do you have to get some kind of licence to do this?

Having worked as door to door salesman for nearly 10 years from gas and electric, home improvements, cavity and loft insulation, this seems like a good fit
