It depends on what the content is about, you need to do your market research. Where do your audience hang out online?

Social
B2C - is your audience active on Facebook, Twitter, Instagram, Pinterest?
Are you a B2B company? If so, try Linkedin
Try social media marketing, targeting specific audience demographics that may be interested in your brand.

Adwords
Possibly an option if you make it highly targeted, is this a page where you include call to actions to encourage visitors to take action?

Email marketing
Do you have an email database and how are you collecting emails when you get new visitors? Try embedding a lead magnet to increase the number of subscribers.

Guest posts
Participate in your community by submitting guest posts to third party sites and include a contextual link back to your page (if it's relevant) don't just put links there for the sake of it, as they won't be approved.

Forums
Just like this one, but industry specific. It depends entirely on your niche, what forums do your target market use?

Competitor analysis

Find similar pages and plug in the URL to tools like Open Site Explorer, Majestic SEO or Ahrefs. You'll find a bunch of link building opportunities to drive traffic to the site

On-page
Ensure the content is optimised for the right search terms, do keyword analysis and optimise specifically for user intent. Including the body text, H1 & H2 headers, META tags and friendly urls.

PR
Do you have a unique story that you could tell writers and journalists about? Consider publishing press releases and inserting a link back to your page. If you have products that you sell, then influencer marketing can come in handy. Tools like Followerwonk help you to find people who can be influential in your market, sharing your content to their hard-won readerships.

Just a few examples, but I hope that helps.

That's the magic question.

It all boils down to knowing your customers and where they go. I'd recommend that you start by looking at your competitors and look at where the traffic to their website comes from. Google 'similar web' it's a useful tool to see how many visitors a website gets and where those visitors come from. Very useful for competitor analysis.

Optimize your page and add compelling images and copy that will make people love it. When your page looks really good, invest some money to promote it (Facebook Ads, Adwords etc.). It's a good idea to hire an SEO specialist because it will save you money in the long run.

We all talk abt organic techniques and content syndication but good content syndication strategy also demands good investment. You just can't publish your hardwork on some free platform thinking it will bring desired traffic. We have to adopt paid marketing channels for quality leads.

Consider paid publishing, PR publishing, PPC and other prominent niche platforms.

I use Facebook ads to promote the page itself and the content of the page too. It helps a lot if you target the audience you would like to attract to your Facebook page in the right way: their location, age, etc.
About Instagram, there is also an option to boost your posts, but I haven't tried it yet. But there is a way to attract the audience: to like posts of people who could be interested in your business/product, to check out the hashtags connected to the field of your business and to start using such hashtags too, to follow some of people so they can follow you back, etc.

I have facebook and twitter and I am working on that for now.

For the start up on the new page you must be consistent and active on reaching your target audience by providing them your new and interesting content. Introduce and build relationship so that the page will establish for the users then traffic will follow.
