If i creat a section on my website or a blog (and redirecting it to the website) where i talk about local events, i will rank better for that locality?
Though the contents are difficult to correlate?

You are adding links to other website/websites on your blog/website? I am not sure who they are going to help you with your rankings. It seems you need to elaborate your question a bit.

Local ranking is about a huge number of local factors; mainly where you are located e.g. your actual physical address location and details, have you got a proper schema markup for that location on your website, have you got Google/Bing Business listings for that location, have you got local citations and relevant local directory listings, does your social media correlate with the location details etc.

These are the key ranking measures for local SEO, but the main performance details are the actual quality of your site, its content, your business process and reviews etc. Talking about local events is an absolute irrelevance, unless your business is about local events.

Google’s traditional ranking factors are still 100% applicable locally. In fact, Google confirms that your ranking in the organic SERP will affect your local ranking: "Your ranking in web results is also a factor, so SEO best practices also apply to local search optimization."

As pointed out by Ewan, there is no single thing that you can do to get local rankings.

It is a healthy mix of factors. I know this because I am currently trying to do the same with my brother's site in India.

Moz does indeed have great articles & resources but I also research in depth on comments & suggestions from folks who aren't that popular, because I can be sure that they don't have any ulterior motives behind their suggestions & recommendations.

I suggest you thoroughly read up on.

1. Google My Business Optimizations
2. Citations (Both Structured & Unustructured)
3. Local Domain Authority
4. NAP Consistency
5. City Landing Pages
6. Exact Match Domains & local SEO (Although this is applicable only to non-competitive industries)

I'm sure some of these will certainly help out with your goal. Do refer to lesser known publications & forums as well. I use

1. Incomebully (incomebully/)
2. localsearchforum (localsearchforum)

In most local directories now you are able to input your web link with in turn helps with SEO. Just google Best UK Business Directories and work your way through them.
Good Luck

No it doesn’t. Read the google rater quality guidelines. It’s all about relevance.

Are you saying having referring domains (such as local directories) wouldn't help at all?
Rarely. Local directories are great for local services but not much use for anything else. It's all about relevance - this has been Google's big thing for a while now.

The ranking of your website depends on the keywords you are using. I would recommend using long-tail keywords and include the locations for which you want to rank. You can also optimise Google my business page to increase visibility in the search result page. Submit your website with all correct information on business listing sites. When it comes to optimising your website and online presence for local search, your business's NAP (Name, address, Phone number) must be correct and reliable, as Google values accurate details for its users.
