how to solve a problem with unresponsive online shop/website

sorry the title was meant to be a question :)

I have booked a courier service with EZ delivery a month ago. Paid £ 26. Never received the service. I have emailed their 'customer support' many times, no response, ever.
Is there some sort of 'online watchdog' (sorry I don't know how they are called :) ) that takes care of such problems? I remember that I emailed one of these 'online watchdogs' many years and they seemed very helpful, however I don't remember their URL.

I really have no time and energy to take people to court but can't afford to waste money like that either as I am a 1 person business and don't earn much to start with. Any advice? Thanks

yeah that's the problem....Paypal, and they don't refund for services. Will never pay for services again with paypal

If you paid via paypal using your credit card, you can still get your money by complaining to the credit card company. I have done it in the past with success, you get the nasty paypal email saying that they are not happy and bla, bla... but you get your money in the end

not at all a good idea, as this is against their TOS and will shut down my account, which I need to run my business
