Ebay GSP - banned item?

One of the things I sell are battery packs for radios, and the posting is always tricky - Royal Mail, for example in one 'check what you can send' table says I can send them, in another it says I can't so it's always tricky. I don't normally sell them abroad - that's clearly even more uncertain, but a chap in germany wanted to buy one - so I said I would send it via the Global Shipping Programme if he was reall certain. I enabled it on the item, and he bought it. I sent it to the UK address, and it generated an email a day or two later saying it was now on the way to the customer. I knew he was in germany, but of course ebay don't even tell you their country. Today I got this. I've been paid, the customer has been refunded -only ebay are out of pocket. This seems very strange.
