As mentioned in a recent thread, I had about a 50% success rate with the moving man method that was mentioned above. That there were no ads and nothing sold on the pages probably helped.
If you can write something authoritative and not just some old fluff that most blogs are stuffed with it is worth a pop.
Doing something like this seems to bee too much for most people though and the costs of outsourcing it to a capable outfit are high. I've suggested such methods as will be listed below to former clients, who have never undertaken them, but also probably can't afford to outsource.
My recommendations for £1,000-3,000 budget:
Get your site designed by a high-end designer (make sure its also usable) and submit it to the 100s (if not 1000+) web design galleries. So long as its a good design, this can be used to pick up about 250 links for the price of a design and a day of submitting. Example of a gallery:

This is enough to make a serious splash in a lot of niches and totally dominate most local search terms. Alone, point 2, which takes about 1 hour is usually enough to take top spot for local search.
