There are plenty of sites out there you can get ideas from such as http://www.business-opportunities.biz/ or even http://springwise.com/ these are usually the very latest ideas from around the world.

To be honest i wouldn't pay for it and i also know there is a site that does pretty much what you are talking about. Usually businesses have a problem and they take it to this particular site and ask people to find a solution to the problem and which ever person comes up with the solution gets a cash prize. I have seen the prizes up to 25k. Will try and find the site again.

set it up like a dating site, people can pay various amts to join, for 1 wk 1m, 3m etc... could work... i think the idea is ok if its done smartly
