I think It means finding the right backlink opportunities and writing an email that would make these people link to your article. what are you suggest? is there any blogger outreach agency like fatjoe or the thehoth is working?

IT's not actually change or exchange of the backlinks, more like outreach in order for them to place backlinks on you and tha's it really. Nothing new here. Most of the time they will do it for money really. Be prepared that ther will be no free lunch at all.
