I want to start a business by coming to the UK and setting up a water purifier plant, is this the right time to go to the UK and do business, is the UK government allowing travelers to come to their country?

I live in Dubai and was thinking of going to the UK to start a business. But this Covid-19 has destroyed the business people. Yesterday a friend of mine refused to let me go, so now I will be able to come to December-January.
