Regulation labeling for exports

Hi, we export goods from UK to Canada. Canadian health regulation means these products need to be translated in both English and French. This is standard practice my question however is whether any company can add a new label to the packaging or only the brand owner and official distributors? Any advice would be greatly appreciated. Thanks on advance
 
Who ever needs/wants to comply!

Normally this would be the manufacturer or importer.

    Personally if they were not my goods ie manufactured / produced by myself and I was (knowingly) forwarding them onto a country that required by law additional labelling I think to cover my own backside and any possible future issues (claims) I would add the relevant labels required to sleep easy in my bed at night.

    Unless of course you could talk your supplier into doing this for you
