reciprocal links ?

Google are very, very clued up on reciprocal links. They most likely now devalue such link exchanges to the point where they're almost worthless.

I might be wrong of course, but this method has been used for SEO pretty much since Google launched, so you would think they have it sorted by now. After all, it's only purpose is a direct manipulation of the SERPs.

Bang on Zigo

Swap links with sites that ADD some value to your users experience and the rest will follow.

For example, if you market parts for a complete widget maybe the whole widget seller will want to link?

Two way value....

George have you tried gumtree? http://newcastle.gumtree.com/

I get a lot of visitors from the London one, there are free ads and paid ads and bearing in mind your other post about local business and your seo spending kitty might be worth a look.

Google knows about this as well so it's just as worthless as reciprocal linking

Agreed.

Google knows about every unethical linking method now really and these days there is very little value in link building campaigns (certainly ones from link building specialists that charge hundreds to thousands in my opinion).

Look for high quality, on-topic links, even if you link out to a relative page with awesome content and you don't even get a link back, this will do your site good in the eyes of Google. :)
