Making : This is down to budget really, and how much that is and the team you have to support you. Very much how long is a piece of string, and the more you invest generally the better the quality.
Growing : This also covers 'sharing' from your list, and it's hard work. You need to invest into marketing, and have a marketing plan for it. Just like any business, you need to share and also market. For example, Spotify have a service where you can have your podcast advertised in other podcast shows on Spotify.
Tracking : Your hosting platform provider should provide you with all this. I use Podbean which has some pretty good reporting, but I do need to log into Apple Podcast Central to get their stats because, well, it's Apple.
We did do a webinar on Postcasting, which you watch here which may help answer some of your questions. The lady on the podcast is the lady who helped me get Drive up and running.
One obvious answer is to ask your listeners what they like/don't like. Make it a standard part of every podcast to ask for feedback, say that you won't be offended so long as it's genuine and polite.
