If I am on an internatinal voyage from one countory to another then am I tax exempt?

The ship will charge you appropriate taxes as they are required to. On food, on drink, on entertainment, on cost if the travel.

Your tax status stays the same as it was - so if you are liable for income tax in the UK you are still liable for income tax in the UK while on a cruise.
Move overseas and you can change your tax status.
