Hello i have not got a company or business but i was wondering if a ltd company with a single director got penalty's and the company is dissolved voulantry will the penalty debts be invalid, if they are not loans or money that has been borrowed by guarantee off the lender etc.?

Do you mean late filing penalties etc by Companies House? If so, then yes, Companies House just write these off when a company is dissolved.

Strictly speaking, no debt disappears following a strike off. They remain outstanding, but the creditor would have to first apply to court to restore the company if they wished to pursue the debt further.
