I suppose it depends how many products you have to upload as to how long it would take. There are plenty of step-by-step guides online for the process. One thing I would say is that you should take your time and make sure you have done everything correctly (and effectively) as there is no point rushing it if you end up missing something that could make a difference.

Yes, its minutes.
However your item limitations will apply. Think ebay start off with a monthly limit of 10 listings. Or 1 listing of 10 items.
No idea what ebay steps is. I just list and sell.
