Email Newsletter Manager Wanted

I am looking for a company who can look after a 23,000 strong Mailchimp email database including revamping the newsletter, segmenting the subscribers and sending out some emails. This may be an ongoing job.

There isn't a huge budget on this.

Any suggestions please?

What do you call 'not a large budget'?

'What do you mean by revamping?' design? copy? marketing approach?

How much time to you estimate this piece of work will take?

Revamping: Improving current template if needed.
Time: 3-4 hours setup then an hour or two each week.
