Business Plan template

Hi. My son is just starting a small business after 20 years working for the local authority. He needs a business plan for himself of course, but needs it quickly also for he has a meeting with the DHSS on Tuesday and they need to see he has a good business plan so they will agree he is a worthwhile risk and will make up his earnings to a living wage if he needbe over the first year. Can anyone point me in a direction to find a good business plan template please?
