Why would this action put him top???
It would get him a steady stream of pointless, untargetted traffic from Asia but it would not, I repeat NOT get him ranked any higher in the SERPS NOR would it get him penalised unless they ALL started linking to him instantaneously.

These can work, if you choose the right service, but it's important not to direct them to your own site or hosting account. Rent a landing page service and use a call to action page. That page will get all the rubbish traffic and those interested will filter into your site via the call to action.

I have used these services before but nothing has ever come out from it. A waste of money in my opinion.

Most will be from bots, the remainder may well be from those that either cannot read your site or do not care about it.
It will give you a spike in traffic, but no business and no benefits. At best it does nothing, at worse the traffic may crash the server (or at least add to over-use charges). For almost any site, you would rather have 10 genuine interested visitors than 1000 random ones with no real interest.
If you are buying linksthis will be a disaster. A flood of new links from low quality sites will flag your site as spam, and get it dropped from most search engines, especially Google.
