How do you define target audience of website?

I'm from Europe and have started a site focusing on travel & lifestyle in Europe for people interested in coming to study/travel/move/gap year etc in Europe. Problem is, how do I define who my readers are? The majority of them are European although I personally thought it would be people from the States and Asia who would be reading it most. When writing, do I write it from the perspective of a European or a reader from the States? Because like I said, the audience is international, so who would my target be?

Sorry if this seems like an obvious question.
 
I think you should write, write and write user friendly content with out focusing any targeted audience.

In this way your website automatically come up in Google SERP for whole country domain.

Once user get useful information related to user;s search then your website getting Google SERP in any search engine.

I'm not surprised that your audience is international because a site focusing on travel & lifestyle in Europe is not only attracting specific location but also other countries that are interested in the site. A competitive field that needs a consistent interesting campaign for the audience.

Although you say most of your readers are from Europe, are you retaining them? If you are getting it right / write already, then why change anything?

Why not just ask them? Run some sort of offer to get their email addresses, and then add a "by the way, what sort of content are you interested in?" question.

Position it as a "I want to make sure I'm publishing content you like/need/want" and you'll be fine :-)
