That's not in the middle of a sentence , so is uppercase anyway.

I would err towards the Capital 'T' as it forms part of a Title or Real Name - As in The Levant, The Argentine, The Seychelles and The Philippines, etc. Many 'Style Guides' for newspapers and magazines have been written by 'Hoofdaphobics!' (Hoofdaphobia = Fear of Capital Letters) They promote a rather 'Lazy Style' of writing - Devoid of Capitalisation and Inverted Commas, etc. The Daily Fail and The Grauniad follow this style.

In the US there is a preference towards 'Open Punctuation' - Which is actually NO Punctuation at all! - Save for a Capital Letter at the beginning of a paragraph, and a Full Stop at the end. I was once asked to comment on such a submission - All I could say was that "It was typed beautifully!"

If the horse is out to stud, the sentence as is makes sense.

Part of the Guardian style guide was written by Bill Bryson when he worked for the paper. The Isles of Scilly is correct , not the Scilly Isles. Didn't stop him making the mistake in one of his books.

I would say lowercase if it is in the middle, same as the USA e.g. (https://en.wikipedia.org/wiki/Born_in_the_U.S.A.), I would say the UK is the same kind of thing.
