I'm no SEO, but isn't there a chance google will spot this and smell a rat?

(i.e. give them a penalty)

Any SEO experts have thoughts on this?

Obviously, that will help, but there's still the question: who links to a site with no content?

They have a lot of decent footer links from sites they have designed, BUT there is no Google cache.

Something is fishy, but I can't be bothered to dig

Yep, as I said LOADS of links from the sites they designed, most of them PR4 and above.

I think they designed the free Wordpress theme, it is called Multiflex, you can see the link it in a lot of sites that use the theme, sometimes the link is "design by Wolfgang", and sometimes the link is to the hyphenated version of the domain 1-2-3-4.info which in turn now redirects to the non-hyphenated domain.

I wouldn't trust web tools if I were you. Their totally inaccurate and clearly measure based on pagerank and alexa rankings, which mean any results shown are worthless.

Hmm. You know you can make any page appear to have any Toobar PR you want? Just 302 redirect the page to one with a high pagerank when you detect it's google looking. And show the normal page when it's a person looking. Here we are: http://en.wikipedia.org/wiki/PageRank#False_or_spoofed_PageRank

And don't you think google knows about this? Toolbar pagerank is easily manipulated and google themselves often deliver false results to fool the unwary.
