What kind of functionality do you need?
I normally just export to PDF from other apps. For example I use the Preview app which comes with Mac OS to put together basic multi-page PDF's or save images as PDF's. I often save Google Docs documents to PDF for sharing and I believe Microsoft Word has the same functionality.
If you're after fancier stuff (forms etc) I can't help but I'd have thought Adobe Acrobat is the gold standard in that area!
I've used PDF Exchange Editor for several years and have been very happy with it.
All I'm looking to do is make changes to filled PDFs after I've saved them - If it makes a difference, all the changes will be in the 'fill' boxes.
Foxit (free) reader works even betterbut Adobe Acrobat Reader should work on Windows.
You always can use any browser to look at pdf documents. Adobe Acrobate - for editingIT naif!
