NI 2 problem with self assessment online

This year I see some strange things with HMRC.
1)
I received a letter informing that from 6 April 2015 NI2 has to be paid using Self Assessment. OK. But it also says
"This letter confirms your new UTR" that is different from what I see when I login on the HMRC self assessment online (and can't be changed).
I suppose this will change automatically on the next SA (april 2017)?
However the NI on the paper letter was right but was wrong online (but this can be changed).

2)
on the SA online on the section about NI2 it states correctly
"If your profits are £5965 or more you must pay Class 2 NICs"
OK. I'm well over but it shows 0 to pay.

If I set "Pay voluntarily" it gives the error
Your profits are the same or above the small profit threshold, select 'No' to 'Select Yes if you want to pay Class 2 NICs voluntarily'
and doesn't let me set "voluntarily". It confirms the software understand I have no choice but pay, however it shows zero.


I think they have a mess with their digital services.
 
The problem is quite simple: lack of communication.... I'd say DANGEROUS lack of partial communication. In fact the letter they sent me by mail was stating I have a new UTR but nobody told my I had to RE-REGISTER for online services with such UTR. The old account is still working by it's officially closed. I've already made the self assessment and now I have to copy all the data in the new one in the new account.

PS: about the new security: how many money the HMRC spend in text messages?!!! Every login is an SMS.

It's not over yet. After my call they've deleted my SA in the old account. Today I've received the new activation code for the SA service in the new account. This time the UTR online is correct, but I still have to pay 0 NI2!o_O
They can't make it!:D

If no class 2 is being calculated you may not be registered as self employed for national insurance purposes. This may be the case even if you are registered as self employed for self assessment purposes. Entering a start or cessation date for self employment on your tax return does not update the National Insurance Office records.

Are you saying that you had a UTR, HMRC issued you with a new UTR and then they cancelled the old one?

If so, speak to them again, because they've right royally F@#ked up. They should NOT have issued you with a new one, and once they realised their error, it's the new one that they should have cancelled.

A UTR is for life, not just for Christmas.

I've already paid NI2 in previous years. They took the money by direct debit on my bank account. So I'm definitely registered.

They should NOT have issued you with a new one, and once they realised their error, it's the new one that they should have cancelled.
I've already spoken with them and they say it's OK and asked me to register again just because I have to use the new UTR that can't be changed on the old account.

They are changing stuff here and there because, as far as I know, the NI2 is going to be abolished (abolished = we'll pay it along with NI4 at the end of year), probably already in 2017.

In fact they have already closed any direct debit (mine included).
However, I've also written to the entire world asking to check my situation. It's better to put this things in writing to have something to show in case of penalties.

About the NI2 included into NI4 I've asked DWP Customer Care and this is the reply:

On the 14 January 2014 the Government published a White Paper - 'The single-tier pension: a simple foundation for saving' - setting out proposals to reform the State Pension into a simpler single-tier State Pension.

The proposals contained in the White Paper have been approved by Parliament and are now law. The Government's intention is to implement the single-tier reforms from 6 April 2016.
