How can you seriously say that?
Please show me evidence to back up this ludicrous statement.
I can say that because I know for a fact that Bing has been slapping sites down for keyword stuffing the meta keywords and if a change to that bit of meta tag content can critically impact search rankings on Bing, then it's impossible to ignore.
Evidence? As if hearing it from me is ludicrous, but if someone else says the same thing, then it's a fact.... Face it, your mind is made up

If Bing says it's one their 1000 signals and that it can ultimately impact your rankings, and if 5 of the top 7 search results on Google are pointing to the statements above when people search for information about Bing using meta keywords tag, I'm thinking confidence is high in that intel being accurate.
I'm not sure how ludicrous you find that statement, now. But you coulda done the search and legwork in 10 minutes yourself to compile this research.
Again, my own testing confirms with the 5 points above have stated - meta keywords are a consideration for Bing SEO, whether it's anti-spam or pro-rankings.
