I think this could be an effective way to generate sales by offering discount codes on flyers, in the box of a product (in the same niche) purchased from a 3rd party seller.

I feel like i've done a really poor job of explaining this. For example, I recently ordered some tickets through TicketMaster and in the envelope there were several flyers giving me something free or a discount.

Is there a name for this type of thing? What kind of agreement do you think is being made by these 2 parties? An upfront fee or fee based on discount codes used?

Can someone suggest an optimal way of approaching sellers within my industry to begin offering their customers a discount on my product? I dont intend to compete with these sellers. I sell dog food, and i intend to approach sellers in the pet industry NOT selling food

It's called third party marketing. You approach companies that share your target customers and pay them to distribute your literature, advertise your products on and offline etc. I don't know any who would do this on a commission only basis.
