In a large building where four separate small businesses rent office space, how is the electricity bill for each business normally calculated? Who pays for the communal lighting and heating on the stairways and landings?
Normally each floor would have it's own meter with an additional meter called Landlord's Supply which would cover common areas and lift etc. and be charged back in your service charge

This would be the reasonable and sensible way to do it. But some lazy landlords may just have one meter and divide the bill by 4 plus a bit.
The other question is how much per KWh can the landlord charge over the rate at which they are charged.
