Buying, changing then selling products?

Is it legal to buy a product, change it slightly then repackage and sell it on?

For example, I buy a cheap webcam, add a decent lens system and some better software (my own) etc then repackage as a professional education tool?

Or should I be contacting the manufacturer and asking for their permission first (and probably paying them)?
