Business Banking Account - with control / permissions per user

Hi
Would anyone know of a business banking account that provides some or all of the following function

1) Accounts payable staff can create a 'dozen' payments in a day - but those payments sit in a queue until a 'Supervisor' logs into the banking systems - who can see and 'tick' off approval for the funds to flow out.

This would be ideal to allow my staff to create and generate payments, allowing me at the end of the week to
1) See which pyaments have been lined up and to simply 'tick' approval - after which the funds would flow out of our account.

HSBC's internet banking allows you to create users with limited permissions so that payments they create have to be approved before being sent.

Almost all business banking systems do this.

RBS certainly does. Though in our case the same bloke approves everything with two log-ins

Almost all business banking systems do this.

Santander doesn't. (Alliance & Leicester did, it was a great system, but then they were bought out by Santander and we got moved across to the relatively basic Santander system.)
