big city and areas inside it

There are several big cities in UK

London, Birmingham, Manchester.

Within those cities you often find areas that some people would say they are from.

e.g. instead of London someone would say Im from "Camden Town"

if you were classifying these cities then would you split them into their smaller 'areas' for example if you were making a directory of plumbers in London, would you just London OR "Camden Town, London" etc...

You would definitely need to sub-divide. A directory of plumbers across London would be next to useless.

Could be by 'village', by postcode or by broad area.

The trouble designating by area is that a Plumber in Camden could be one street and 5 minutes away from the neighbouring borough of Clerkenwell and 5 miles and 30 minutes away from the most northerly point of Camden Borough itself.

We use a search facility that we've set at 10, 25 and 50 mile radiuses of the customers Postcode. Although not relevant to us, for anyone who feels more comfortable using a truly local trader as opposed to one using a paid for local number that lives 20 mile away - and charges accordingly.
