You can learn about the bidding process by looking on the relevant council website. They normally advertise their tenders and give you guidance on how you bid for the work.

Before you engage a bid writer, read the guidance to make sure you meet their requirements, have relevant policies in place, standard information in place about your company, pricing model, service delivery money etc.
