Another VOIP question

Hi,

I have a query regarding dialling a VOIP "local number". Suppose I buy a VOIP local number with a London prefix e.g. 020 8*** ****. Would someone with a landline and based in the 020 area also have to dial 020 8*** ****? Or could they simply dial 8*** ****.

They can dial 8*** **** as usual.
