Why don't you consider hiring an apprentice? You can mould them into what you need whilst they're given training from a good training provider. You could 2-3 in separate disciplines as costs are a little lower. Let me know if you need a recommendation for a training provider

Thanks I'm aware of the ruling, I suppose I would sell the website and give the account away for free. You can transfer Twitter handles as part of a business sale but this wouldn't be applicable as it's not a business I'm selling. So I guess giving it away for free would be fine!
