Event insurance for hobby traders

I feel the solution may be, "speak to your insurance company", but I don't have enough experience to know for sure.

I manage some of the marketing for a three day village fair on council ground.

Each trader is required to have public liability insurance to comply with council regulations.

Hobby traders, e.g. knitting hats can't afford the insurance premium as this would be one of two events, so unable to trade.

Has anyone successfully navigated this?

Thank you for your advice and I hope to be useful here.

    Unfortunately this is the world we live in. Council will not allow any traders that do not have insurance, and you should definitely do the same. I assume the village fair has its own insurance - this will also insist on all stall holders to have their own insurance.

    What would happen if the hobby trader was to injure a visitor (eg. the marquee/stand cover blows away in the wind and hits a visitor or a car!). How would you handle this?

    They an get a quote for insurance online in a few minutes, however the cost may not be viable for a hobby trader.

    I'm grateful for your reply. I had an inkling that satisfying the council, insurance etc couldn't be done. It's saved a lot of daydreaming around micro enterprises and helped direct some of the things we do.

    Bike events we used to get our insurance for peanuts via the Motorcycle Action Group when we were a member as they sorted a national insurance scheme that members could take advantage of at peppercorn rates
