How does one go about getting SIM card only contracts to sell from the major networks like Orange, O2 and Vodafone? What are the commissions like for such tariffs?

If you are selling online you can join their affiliate programs. Most have one. Commissions are usually between £25 and £50.

If you are selling in other ways you can get paid a percentage of the call spend as well. You would need to contact the networks regarding that.
