I'm looking for a web developer for my business. Do you guys have any recommendations on where I can find the best for a startup? Or any companies you think have had a good experience with?

What business? What type of website?

can’t recommend anyone until we know a bit more about the project. Things like knowing your budget would help.

As above it depends on what type of website you need, but we are web developers who specialise in ecommerce with OpenCart and would be happy to give you an estimate if that is the type of site you need.

I would highly recommend advertising the position on Linkedin, where you will have relatively reliable transparently about their employment history, education, qualification and other skills.
You can put anything you like in your profile. Nobody checks. I had that I was an astronaut in charge of Moonbase Alpha. Stayed up there for years.

A lot will depend on what you need/want and your budget.

A simple wordpress site will require much less than a custom eCommerce site.

A decent theme will cost anywhere from £100-£300, the more you pay typically will mean you have less ongoing costs.

Before you reach out to anyone ( I hate that phrase ) make a clear plan on what you want, what you hope to achieve (sell stuff or provide information), do you have branding etc... the clearer you are about requirements the tighter a quotation will be.

Anyone can build a website, but not everyone can build a site that does well in search engines and converts. So an information only site has a lot less value than a site that is intended to sell your service or product.
