SEO hierarchy

Kings:

Niches: Pharma, Casino, Binary Options, Payday Loans.
How they rank: Most of the people in those niches who takes first page are ranked by hackers and SEO's who buy backlinks on hacked website from Darknet. Usually only thing that supports rankings are hacked links, on-site SEO in most cases (especially pharma niche) is bad.
How they make money: selling services/products, (often low quality or shady) and quite often scamming credit card details.

Queens:

Niches: Country-wide service professionals, e-commerce stores, travel
How they rank: Hiring best SEO agencies in the market, usually spending high five figures or low six figures per month. Super high authority websites which rank for most of the city terms for particular product or service. Rankings are usually obtained by having extremely good on site SEO and obtaining high quality paid backlinks. In almost all cases the authority of the domain is very high and combined with extremely good inbound linking is sufficient to rank inner pages for city terms without any or only a few backlinks.
How they make money: selling services or products

Jacks

Niches:
Affiliates (people who earns a very good living doing affiliate marketing by the means of SEO)
Leads gen sellers
How they rank: Building their own Private Blog Network (PBN) and using it to rank their affiliate websites/ lead gen websites
How they make money: Usually people who earn a good living doing affiliate SEO/selling leads, know SEO better than most of the SEO agencies (because their earning potential is in direct proportion of how good they are at SEO), they make money selling products or services of other businesses, in lead generation they make money selling 'calls' or 'forms'.

Peasants

Niches: Most of the local and super local business owners
How they rank:
Tries to rank the website themselves - usually wastes more time and money and don't get any results.
Hires an SEO company - looks for an SEO company for a long time, then eventually accepts cheapest bid from an SEO company (who themselves ranks on page 15 for their ["city" seo services] term), then after 5 months of no results wants to cancel their SEO subscription, but can't because they are in 12 month contract. Starts to blame that SEO is witchcraft. Sometimes a small miracle happens - the competition is so low that website ranks first page with SEO skills necessary - that a random stranger from the street could acquire if someone taught him SEO basics for 15 minutes, of course "high end SEO agency" reaps the benefits of their ''excellent SEO skills"
Gets lucky to hire the "one out of 20" SEO agency which can deliver results - ranks top 3, gets sales and everything is good.
How they make money: services/products

What a load of cobblers.

I thought about writing an explanation as to why it is cobblers but considering your aggressive attitude I'm just going to enjoy my beer and let you believe what you want to believe.

I can. In fact one site got the #1 spot in less than a week.

And before you start shouting about competitive keywords, you didn't add that qualifier to your post.

The peasants you define don't need to be higher up in your supposed hierarchy, there are a limited number of boilers a plumber can install in a week so in theory they only need one converting visitor each day.

lol. I'd move them all up a rank and put the 'white hat' guys as the peasants who are too scared to even build a web 2.0/profile link for fear of getting a penalty and losing their page 20 rankings but console themselves by saying 'white hat though' and reporting to google the guys who actually know how to rank.

web2.0's are only good for link diversity those days - to filter PBN anchors, but yeah you are right.
