It really depends what you need an SEO expert for. If you want to engage an expert for long-term work on your website, you will pay anyone who is an 'expert' a fortune. And by expert, I mean they are able to demonstrate and show actual results with keyword search volumes and verifiable SERP positions. If you can't see that, then avoid like the plague.

However, it might work out a lot cheaper for you just to join this forum as a full member and get a website review focusing on SEO.

it depends on your definition of good.

If you mean effective, proven process and a high return on investment, then no.

If you mean useless, very cheap and can be done very quickly, then yes.
