SEo backlinks being offered

I know next to nothing about SEo, but I do know google can penalise you if you do backlinking in the wrong way.
I just looked at fiverr.com, and find loads of companies offering various types of backlinking to get your site high up google.They claim they are legitimate white hat methods, and they cost next to nothing.
Here's an extract from one of them:
"100000+ GIGS SOLD .I will blast an eminent SEO backlink pyramid (EBP) with 5000 Profiles. consisting of 300 Site about site/domain PR 4+ among which there're varied from 10 to 20 edu / gov (edu.xx gov.xx) profiles randomly in tier 1 and then 4700 profiles built to 300 high PR sites above-mentioned as tier 2, 300+4700=5000 .(its 2 layers backlinks, We will send 300 to your url then we will send 4700 to the 300 links that link to your url , 4700=>300=> url ) .they are from world wide different / unique domains, about 80% of Tier1 are dofollow and publicly viewable."

What does all this mean, and is it a good idea to employ them?

Hes saying he'll make 300 of them that link to your site and then 4700 that will link to the 300 profile links and no I wouldn't buy it, you have to understand what you're doing if you want to start buying stuff like that. Trashy idea anyway as you could just directly blast the 300 profile links with spam, doesn't need another tier of 4700 profile links, I doubt that would even index the tier 1

buying links is not a white hat SEO approach

Everybody wants them, but no one wants to pay for them - that's the truth here. Unfortunately links are promotion, you are promoting your sites via links. And what happens when you pull those links, and those links lead traffic to your website - guess what, your traffic will die off and the sites are left with nothing.

So buying links isn't white hat - but to get them for free is and perfectly ok to do something so spammy and underhand right - wonder if the guys they spam feel about that lol. Cos forget black hat/white hat nonsense, if you peeve off people using spam, you'll lose your links anyway as they get removed fro individual site owners - now that's is funny - lol.

Of course you can fool search engines! You can fool them in the short term, you can even fool them long term.

But it's not a game for novices. Paying for links and getting away with it is not something you achieve by employing people at fiverr.

To get good rankings in search engines best way is using White hat seo. If you go for black hat seo it will give instant results, which won't work for long time.

If White Hat gets results that fool search engines, then its Black Hat. So by definition what is successful White Hat will become tomorrows Black Hat.

( virtually ) no one pays for SEO with the objective of beating the competition, and if you beat the competition by anything other than having the most relevant proposition for your customers ( by relevant I don't just include content, but the speed on mobiles, or the accessibility to people with sight problems, etc etc ) then you are Black Hat (of the future)

That is the logic. Google are worth $32.7 billion, and they got their in 20 years by primarily providing relevant search results. They won't stop that quest whilst they have the money.

Conclusion. True White Hat is ignore SEO and SERP positions and concentrate on knowing your customers and building online solutions that really serve those customer's needs. Build a brand that customer love, build a customer first mentality on your organisation, brain storm these things.

This is an expensive exercise, as it is holistic, but if you want a great business you have to work at it.

The Wild West gold rush days of easy SEO tricks and easy pickings are gone.

Buying links is penalty material. So don't believe that buying links will increase your ranking. Google is not after the quantity of sites linking to your site but rather, the quality of your content.
