IMO (and this is my opinion)

SEO (search engine optimisation) Has more than one responsibility
Firstly it is to find the most beneficial terms to target. (keyword research)
The next step which is the most common is to fine tune and improve a website in such a way that the search engines can find and rank you appropriately. This includes improving the content the page layout, Title and relevant coding and finally linking.
The next step is to improve on the positions gained and update for necessary changes.

There is however another side to seo but it is misrepresented
SEO is part of SEM (search engine marketing) Not the other way around and people tend to get this mixed up.

Conversions and targeting of other factors can be dealt with by a good optimiser but sem it is a sizeable bigger job than just optimising a website for ranking.
This involves PPC CPA's, CPl...etc.

Sorry Sajad i disagree with your definition although some of what you say is correct it is not solely focused around link building.

This question is the reason for most debates about SEO. SEO 'should' be about workign with the client the site and the search engines and other websites, to maximise sales. Doing this crosses over into so many other areas that if able to provide an ROI, means working with other specialists.

I think a lot of confusion comes into the subject when a lot of "SEO's" effectively just build links for clients and tell them that this is all that is required. Which gets the perception across that SEO is just Link Building.

Which it isn't.

All Google (and the rest) want is to index a 'great website'. So, IMO, the job of an SEO is to fullifil that need on behalf of the search engines and to orchestrate and implement amazing content, appealing design, logical coding, sensible navigation etc.
