premium rate numbers

Hey all, I am 17 and trying to make a bit of money and need a premium rate number number, and unsure on some stuff like where to buy? and if any1 has had any experiences with having a prem rate number? i.e. how does it work? do you pay1 off or a percent of every call made to that number?

Also, I wanted just a recorded message that people can here when they ring? So would I need to connect it to a mobile/landline?
