Policy on adding links to posts for free members?

A few times in responding to posts, I have attempted to add links, but am told I cannot so have to give a description for how to get to the site. I thought it was because I'm a free member, but on this post (refurbished-laptop-recommendations.428349) another free member was able to post a link.
I note that that member has posted much more times than me so I just want to understand what the policy is and is there a threshold, and are the current rules documented somewhere?

It’s a bit of a secret. If everyone knew the parameters they could engineer their account and then spam the forum (as used to happen when the rule was 30 posts).

Just keep posting eventually you will tick all the boxes.

I don't think they are, the rationale being: if a rule is published about how to become eligible to post links, spammers will play the system so to speak.

Think it's 30 posts before links to stop people just signing up and spamming but not sure if changed
